GOVERNING BOARD.<\/strong>&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-almost-black-color\">South Texas Youth Soccer shall be governed by a Governing Board. Each member association of the South Texas Youth Soccer Association shall elect or appoint one or more persons to represent said member association on the Governing Board each year.<\/mark><\/p>\n\n\n\n<p class=\"has-normal-font-size wp-block-paragraph\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-theme-primary-color\">1.17. GENERAL POWERS.<\/mark><\/strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#4ac7e0\" class=\"has-inline-color\">&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-almost-black-color\">The Governing Board shall transact all business of South Texas Youth Soccer and shall have the power to enforce the laws of the game, the rules of the United States Youth Soccer Association and the Constitution, By-Laws, Rules and Procedures of South Texas Youth Soccer. It shall have the power to settle all disputes not pertaining to the Discipline, Protest and Grievance Procedures. It shall approve the Annual Budget, including Program Fees, at the winter meeting and the South Texas Youth Soccer Treasurer shall provide to the Governing Board the details of all amendments to the annual budget approved by the Executive Committee at the Governing Board meeting next following the date of each amendment. (Added 2.22.2015)<\/mark><\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details has-h-5-font-size\"><summary><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-almost-black-color is-layout-flow wp-block-details-is-layout-flow\">ARTICLE X &#8211; MEETINGS<\/mark><\/summary>\n<p class=\"has-almost-black-color has-text-color has-link-color has-normal-font-size wp-elements-0e4eafe1b42ab22cfd285753c7f1fd02 wp-block-paragraph\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-theme-primary-color\">1.18. REGULAR MEETINGS.<\/mark><\/strong> The regular meetings of the South Texas Youth Soccer Governing Board shall be held twice yearly in accordance with the South Texas Youth Soccer Perpetual Calendar.<\/p>\n\n\n\n<p class=\"has-normal-font-size wp-block-paragraph\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-theme-primary-color\">1.19. SPECIAL MEETINGS.<\/mark><\/strong> Special meetings of the Governing Board may be held at the discretion of the President at the time and place designated by the President or may be called by a written request to the secretary signed by the Governing Board members representing a majority of the voting power.<\/p>\n\n\n\n<p class=\"has-normal-font-size wp-block-paragraph\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-theme-primary-color\"><strong>1.20. ORDER OF BUSINESS<\/strong>.<\/mark> The order of business for regular meetings shall be as follows:<\/p>\n\n\n\n<ol class=\"wp-block-list has-almost-black-color has-text-color has-link-color wp-elements-06b51ccfbb58d67517fd20501078b76d\">\n<li class=\"has-normal-font-size\">Roll call and vote accreditation<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Motions to Reinstate<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Approve minutes of last meeting<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Unfinished business<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Financial and budget review and approval<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Amendments to Constitution, if any<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Amendments to By-Laws, if any<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Amendments to Rules and Procedures, if any<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Reports from Standing Committees<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Reports from Officers<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Election of officers at first meeting of calendar year<\/li>\n\n\n\n<li class=\"has-normal-font-size\">New Business<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Adjournment<\/li>\n<\/ol>\n\n\n\n<p class=\"has-almost-black-color has-text-color has-link-color has-normal-font-size wp-elements-61e3b3704d90e059f4619fa316cb3f70 wp-block-paragraph\"><strong><br><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-theme-primary-color\">1.21. INDIVIDUAL MEMBERS.<\/mark><\/strong>&nbsp;&nbsp;<mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-almost-black-color\">Individual members shall have no vote<\/mark><\/p>\n\n\n\n<p class=\"has-normal-font-size wp-block-paragraph\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-theme-primary-color\">2.4. METHOD OF VOTING<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#4ac1e0\" class=\"has-inline-color\">.<\/mark><\/strong> One or more member association representatives shall cast the member\u2019s votes based on the preceding schedule. The method whereby votes are cast shall be at the discretion of each member association. Unless the STYSA Secretary is notified in writing by the member association President or Secretary of which individual(s) shall represent a member and the number of votes which the individual(s) is entitled to cast at the Governing Board meeting, then all votes on behalf of each member association will be cast by the chief executive officer or the highest ranking elected officer of that member association in attendance. Such written notification must be made at least ten (10) days prior to the Governing Board meeting at which the votes are to be cast.
